Global access to sources of expertise
UNDP/PAPP draws, whenever necessary, on expertise from the United Nations system. In addition, UNDP/PAPP offers international and local expertise from the United Nations Volunteers programme (UNV), and the Transfer of Knowledge through Expatriate Nationals (TOKTEN) programme
Offices in Gaza and Jerusalem
UNDP/PAPP's 30 years of experience has built an efficient management structure for implementation. UNDP/PAPP has two fully staffed offices, one in Jerusalem and one in Gaza. The staff in both of these offices implement projects in the following thematic areas: Infrastructure, Employment Generation and Poverty Reduction; Energy and Environment; Governance, Agricultural, Crisis Prevention and Recovery; Health and Education; and Gender.
In-house capacities
UNDP/PAPP's staff include well-qualified and experienced planners, programmers, engineers, accountants, procurement experts and human development specialists. This range of in-house expertise enables UNDP/PAPP to implement multi-sectoral activities, from large-scale infrastructure rehabilitation activities to work involving institutional strengthening, capacity building and training.
Rapid delivery combined with results-orientation
Staff quality and experience, as well as the focus on utilizing local resources, enables UNDP/PAPP to deliver donor contributions rapidly and efficiently. The results are clearly visible in the hundreds of classrooms, water networks, hospitals and primary health clinics, as well as in environmental protection and rehabilitation, community development, in building the capacity of PA policy and planning mechanisms, strengthening NGO capacities and local governance.

Beneficiaries and counterparts consistently testify to the high quality and relevance of UNDP/PAPP's assistance, whether in the form of public buildings, roads, industrial sites, enhancing capacity or job creation.

Total number of staff (100, 200, 300 series) working at UNDP/PAPP, as of January 2012 , is 80 members.
